Peru advances bill against sexual deepfakes
Peru’s Congress received a bill to punish fake sexual content made with AI, with penalties of up to four years.
Peru’s Congress received Bill No. 00006-2026-2031-CD, a proposal that seeks to amend the Penal Code to prevent and punish digital sexual violence using artificial intelligence. Filed on Aug. 5, 2026 by Marleny Bibiana Arminta Valencia, the measure targets the creation, generation, alteration and nonconsensual spread of sexually explicit content that appears real.
Bill targets digital sexual violence
Peru’s Congress received Bill No. 00006-2026-2031-CD, a proposal to amend the Penal Code in order to prevent and punish digital sexual violence using artificial intelligence. The text was submitted by Marleny Bibiana Arminta Valencia, of the Ahora Nación group, and was filed on Aug. 5, 2026, as one of the first bills in the new legislative agenda.
Coverage by El Comercio places the proposal among the first records to open legislative activity in the new period. In the materials reviewed, there was no bill in process specifically aimed at cybersecurity or personal data protection, only this text focused on criminal penalties for sexually explicit content generated with digital tools.
What the bill adds
According to LP Derecho, the draft adds Article 154-C to the Penal Code to punish the nonconsensual creation, generation or alteration of realistic-looking sexual content through digital technologies. The wording also covers the dissemination of that material, with an approach designed to give special protection to women, girls, boys, adolescents and people in vulnerable situations.
The legal coverage says the bill sets a prison term of no less than two and no more than four years, plus a fine, for anyone who creates, generates or alters that content without consent. For distribution, the same coverage notes higher penalties.
Éxitosa Noticias added that the initiative was promoted by Marleny Bibiana Arminta Valencia and has support from other lawmakers, including Bernardino Jair Buitrón Martínez, Freshman Holguín Loaiza and Manrique Olivera.
