Peru Advances Three AI Bills
Peru’s Congress is reviewing bills on cybercrime, AI governance and digital sexual violence, with a focus on deepfakes and digital identity.
Peru’s Congress is reviewing three bills tied to artificial intelligence, cybercrime and digital violence: 14760/2025-CR, on unlawful AI use and digital identity protection; 14544/2025-CR, on governance and accountability; and 00006/2026-CR, on digital sexual violence through AI. A separate proposal from Ahora Nación also seeks to criminalize this conduct in the Penal Code.
The Congress of the Republic of Peru is currently considering at least three bills linked to artificial intelligence, cybercrime and digital violence. They include 14760/2025-CR, focused on unlawful AI use and protection of digital identity, 14544/2025-CR, on governance and accountability, and 00006/2026-CR, on digital sexual violence through artificial intelligence. A separate initiative filed by Ahora Nación would also add this offense to the Penal Code.
What does bill 14760/2025-CR propose?
Bill 14760/2025-CR would amend Law 30096 on computer crimes to punish the unlawful use of artificial intelligence in cybercrimes. It also defines terms such as synthetic content and sufficient verisimilitude, adds aggravating factors for deepfakes and voice cloning in identity theft cases, criminalizes the design and distribution of AI tools for criminal purposes, and creates a standalone offense for the creation or nonconsensual dissemination of synthetic content.
According to the tracking platform Sistemas de Algoritmos Públicos at the University of the Andes, the bill is in committee. The same source says the text would require digital platforms to remove illicit content classified as synthetic content within 48 hours.
What does the AI governance proposal include?
Bill 14544/2025-CR sets out a complementary framework for AI governance in Peru, with rights for affected individuals, obligations for providers and users, and a National Registry of high-risk AI systems.
The proposal grants rights to information, explanation and human review for people affected by AI systems. It also sets impact assessment, audit and risk management obligations for providers and users, regulates algorithmic transparency, liability for damages, identification of AI-generated content and standards for public procurement. Sistemas de Algoritmos Públicos also lists it as in committee.
What is happening with digital sexual violence through AI?
The Congress has another initiative on record, bill 00006/2026-CR, titled a law that would amend the Penal Code to prevent and punish digital sexual violence through artificial intelligence. It is listed as presented.
At the same time, the Congress communications office said lawmaker Marleny Arminta, from the Ahora Nación caucus, introduced a bill to add the offense of digital sexual violence through artificial intelligence to the Penal Code. The proposal would punish the creation, generation or manipulation of images, videos or audio with sexually explicit content that appears real through technological tools, with prison terms of two to four years and aggravating factors raising sentences to three to six years when the victim is a minor, has a disability, or has a partner, work, educational or training relationship with the aggressor.
The same official notice said the bill has already been filed with the Mesa de Partes and will be sent to the relevant committees for review and possible debate in the plenary. It also says penalties would be increased for those who induce or force children or adolescents to carry out sexual acts, whether in person or online, with prison terms of 15 to 20 years.
What other AI-related initiatives are moving in Peru?
Legislative tracking by Sistemas de Algoritmos Públicos also places bill 14710/2025-CR, which sets minimum AI standards in the national university system, within Peru’s broader AI governance agenda.
That proposal does not criminalize cybercrime, but it introduces principles of algorithmic ethics, non-discrimination, governance committees and university digital ethics codes, with a possible impact on prevention and compliance capabilities in cybersecurity. In the same policy debate, Diario Gestión said the governance and accountability bills on AI use could expose companies to fines, immediate suspension of AI operations if there is a risk of irreversible harm, and civil and criminal liability for negligent use.
Infobae Peru’s coverage of deepfakes and romance scams, meanwhile, described how cybercriminals are using AI for voice cloning, identity theft on social media and emotional manipulation of victims, a context that helps explain why these initiatives are advancing in Congress.
