Paraguay Fast-Tracks Camera Rules
Deputies will review a bill on public-camera use, while Paraguay weighs delaying enforcement of its personal data law until 2027.
Paraguay’s Chamber of Deputies has set August 11, 2026, to review a bill that would regulate public agencies’ use of video cameras with citizen participation. At the same time, the country is still debating its Personal Data Protection Law, which is scheduled to take effect in December 2026 but could be pushed to 2027.
Paraguay’s Chamber of Deputies has placed a bill regulating the use of video cameras by public forces, with citizen participation, on its August 11, 2026 agenda. According to ABC Color, the text would require police authorization for cameras facing the street or public spaces, and their installation would have to be reported to the National Police.
Video camera bill
ABC Color reported that the initiative was set as the first item on the agenda for that Tuesday’s regular session. The bill also had a favorable committee report supporting the Senate’s rejection, and the deadline for consideration was Tuesday, August 18, 2026. If it was not addressed before then, it would be shelved.
The Chamber of Deputies also left an institutional record on the matter. A video from the Citizen Security Commission, dated August 5, 2026, shows the bill under committee discussion days before the session, confirming that it was still moving through the legislative process.
Personal data law and possible delay
In parallel, local reporting from TEDIC said Paraguay has had a Personal Data Protection Law since November 2025, but that enforcement is not scheduled until late 2027. The same coverage said the law was initially set to take effect on December 1, 2026, although the government was considering delaying it because of difficulties in setting up the institutions responsible for overseeing compliance.
TEDIC also pointed to an important precedent for the surveillance debate: between 2018 and 2019, the Interior Ministry and the National Police installed facial recognition cameras in Asunción, integrated with the 911 system. That background has renewed scrutiny of how far the state can go in using cameras and what legal framework applies to their handling.
With both tracks moving at once, Paraguay reaches August with a bill that would authorize and regulate public forces’ use of video cameras, while the broader data protection framework still awaits effective implementation.
