Brazil’s ANPD widens oversight of child apps

Brazil’s ANPD expanded its oversight of children and teenagers in online environments under a recent law tied to the Digital ECA, according to G1. At the same time, the agency issued a notice setting new obligations for internet app providers aimed at that audience, or likely to be accessed by them.

New transparency deadline

According to the ANPD’s official notice, the first semiannual transparency report must be published by Sept. 17, 2026. The agency also said the reporting period for that first filing will run from Jan. 1 through June 30, 2026.

The guidance also includes an operational exception for providers that do not have data for January and February. In those cases, the initial period may be limited to March 17 through June 30, 2026, always within the framework set by CD ANPD Decision No. 122/2026, published in the DOU on Aug. 11, 2026, according to Legismap.

Oversight of Discord

The ANPD’s broader regulatory reach comes amid its enforcement process against Discord over an alleged failure to meet child protection duties under the Digital ECA. UOL reported that the case could lead to penalties ranging from a warning to a fine and, eventually, suspension of the service.

G1 later said the measure against Discord did not amount to a full suspension of the platform in Brazil, but instead halted its live-streaming feature. In another report, the same outlet said the ANPD suspended those live streams until the company shows it has adopted protections for children and teenagers.

These decisions point to a tougher ANPD stance on digital services with possible access by minors, now with concrete transparency deadlines and precautionary measures targeting specific features when the agency sees risks for that audience.
