Brazil and Mendoza advance cyber law plans
Brazil is moving a federal cyber legal framework, while Mendoza approved a provincial cybersecurity bill in committee.
Brazil has Bill 4,752 of 2025 moving through the Senate, which establishes the Legal Framework for Cybersecurity and creates a national digital security and resilience program. In Mendoza, the executive-backed bill received a favorable committee report and is ready for debate in the provincial Senate’s next session.
Brazil and Mendoza advanced cybersecurity legislation on parallel tracks. In Brazil’s federal Senate, Bill 4,752 of 2025 is moving forward, setting up the Legal Framework for Cybersecurity and creating the National Digital Security and Resilience Program.
At the same time in Mendoza, Argentina, a cybersecurity bill promoted by the executive branch received a favorable report from the committee on Legislation and Constitutional Affairs. That step leaves it ready to be considered at the provincial Senate’s next session.
Scope of the Mendoza proposal
According to reporting from Los Andes, the initiative seeks to create the Provincial Cybersecurity System. The plan would coordinate policies for prevention, detection, response and recovery in the event of incidents affecting computer systems or critical information in the provincial government.
The Mendoza bill is now headed to the chamber after clearing committee review, while in Brazil the debate is taking place in the federal upper house around a proposal aimed at organizing the legal framework and establishing a specific national program.
Taken together, the two cases show legislative efforts moving forward at different institutional levels, both focused on structuring the state response to digital incidents and defining coordination mechanisms within the public sector.
