Brazil Advances Two Cybersecurity Bills

Brazil’s Federal Senate filed PL 4752/2025, which establishes the Legal Framework for Cybersecurity and creates a National Digital Security and Resilience Program. The proposal is aimed at strengthening digital security across the public and private sectors, with a focus on protecting critical infrastructure and essential services.

What PL 4752/2025 proposes

Beyond setting out a specific legal framework, the bill calls for the creation of a national cybersecurity authority to coordinate and oversee digital security actions. As of July 8, 2026, the text had already cleared the Constitution and Justice Committee and was still under review in the Senate’s Science, Technology, Innovation and Informatics Committee, with Senator Hermes Klann serving as rapporteur.

The other bill under debate

In parallel, the Senate approved PL 3066/2025, which increases penalties for digital sexual violence crimes against children and adolescents. The bill covers conduct carried out on the internet and with the use of artificial intelligence.

According to the legislative coverage cited in the text, the measure toughens penalties in cases involving the production, sale, display, offering, transmission, distribution, publication, or disclosure of material depicting sexual violence against minors. It also increases punishment when those acts are committed through the internet, social media, or other information and communications technologies.

PL 3066/2025 was placed on the agenda for the ordinary semi-presential deliberative session of July 7, 2026, in the Federal Senate before it was approved. Together, the two initiatives leave in progress, and in some cases already approved, a legislative agenda that seeks to organize the institutional response to digital risks and crimes committed in online environments.
