Bolivia Weighs Adding USDT to Payments System

Bolivia's economy minister, José Gabriel Espinoza, said on July 10, 2026, that the government is technically evaluating whether to add the USDT stablecoin to the country's payments system, with the goal of having it circulate "as another currency, like the dollar and the boliviano."

Technical review remains in progress

In his public remarks, the minister said the initiative is still in a technical analysis phase, and no further details have been disclosed on how it would work within the financial system. So far, Bolivia has not published implementation rules, selected specific payment providers, set a launch date or declared USDT legal tender.

That lack of definitions leaves several questions open before the review could move toward an operational policy. Those include the legal status of USDT, which banks, wallets, fintechs and merchants would be allowed to process it, and how the exchange rate between USDT and the boliviano would be calculated.

What would need to be regulated

Any future regulatory framework would also need to spell out how fees would be displayed, whether merchants would receive USDT directly or through an automatic conversion into bolivianos, and what procedures would apply in cases involving refunds, mistaken transfers, account freezes, provider outages and customer complaints.

The discussion has been linked by different outlets to a broader effort to modernize finance. Lider Media, citing Bolivian newspaper La Razón, placed the review in the context of Bolivia's recent economic stabilization and its search for new digital payment methods. Coinalert News, meanwhile, framed it against a shortage of dollars in Bolivia and connected it to a policy announced after President Rodrigo Paza Pereira took office in November 2025, aimed at integrating digital assets into the formal banking system.

For now, the official signal points to a technical study, not a completed adoption plan. The decision on USDT still depends on regulatory and operational definitions that have not been announced.
