Colombia is moving ahead with Bill 043 of 2025 in the Senate and 324 of 2025 in the Chamber of Representatives, which seeks to set rules for the development, deployment and oversight of artificial intelligence systems. At the same time, lawmakers have begun debating a new bill to limit minors' access to social media.

Colombia is advancing its artificial intelligence regulation through Senate Bill 043 of 2025 and House Bill 324 of 2025, which received a favorable report and continues through the legislative process with the goal of setting clear rules for the development, deployment and oversight of these systems in the country.

How AI oversight would be organized

According to the report cited by Technocio, the proposal outlines an institutional framework led by the Ministry of Science, Technology and Innovation, MinCiencias, with interagency coordination mechanisms and oversight based on each entity's remit. Within that structure, the Superintendency of Industry and Commerce would have a significant role in personal data protection, consumer rights and economic competition.

The bill also emphasizes the quality, representativeness and traceability of the data used by AI systems. It adds impact studies and evaluation mechanisms designed to identify risks and reduce possible negative effects on people and their fundamental rights.

Minors and social media

In parallel, press columns in Colombia reported that at the start of the 2026 legislative session, a new bill was introduced in Congress to limit minors' access to social media. The proposal would be inspired by Australia's 2025 legislation. A previous attempt in 2024 did not move forward.

A digital policy agenda still in motion

The legislative push on AI and minors comes as rules continue to emerge to organize the digital environment. Among the available sources is Decree 769 of 2026, which adds Title 31 to Decree 1078 of 2015 to regulate Law 2489 of 2025 on safe digital environments. Also cited are an El Tiempo report on the breakdown of digital education rules in Colombia, along with a Vivir en el Poblado post on the use of cellphones at school age.

The regulatory agenda now shows open fronts on artificial intelligence, data protection and minors' access to digital platforms, with initiatives moving along separate tracks in Congress and under the current regulatory framework.
