Bolivia moves ahead on AI projects
Bolivia is advancing AI bills in education and investment, while public debate grows over a national regulatory framework.
Bolivia's Legislative Assembly is reviewing a bill to implement artificial intelligence in the education system, while another executive-backed bill treats it as a priority investment sector. At the same time, public debate is adding calls for a national regulatory framework.
Bolivia's Plurinational Legislative Assembly is currently reviewing a bill titled the "Law for the Implementation of Artificial Intelligence (AI) in the Plurinational Education System of Bolivia," according to the regulatory tracking system at the University of the Andes. At the same time, the Bolivian government has sent another investment bill that includes AI among the 19 priority sectors to be promoted and encouraged.
What parliamentary status does the education AI bill have?
The proposal to bring artificial intelligence into Bolivia's education system is listed as "In Process" and "Under Review" before the Plurinational Legislative Assembly, according to the University of the Andes registry. The available entry in the regulatory tracking system places it within the legislative debate, although the material does not detail its article-by-article content or the timetable for approval.
How was AI included in the new investment bill?
The executive branch added it as a strategic sector in an investment bill aimed at creating legal certainty and attracting foreign investment, according to general-interest media and Vision360.bo. There, artificial intelligence appears alongside the digital economy, innovation, and alternative energy, within a group of 19 sectors considered "priority."
The initiative also calls for a five-year National Investment Plan and the creation of a National Investment Agency. That agency, according to coverage from Pulso SLP and Vision360.bo, would be responsible for coordinating regulation, promotion, and the strategy for attracting capital.
What is the public debate saying about regulation and digital sovereignty?
Bolivia's debate over artificial intelligence is also surfacing in opinion columns that link the issue to constitutional defense and the building of a digital sovereignty policy. In that context, eju.tv reported calls for a "national regulatory framework" and a "digital conventionality bloc" aligned with human rights standards.
The same debate is also appearing in response to United Nations warnings about risks tied to AI, according to the cited publication. Against that backdrop, Bolivia's regulatory ecosystem shows two simultaneous moves, one focused on using the technology in education and another on promoting it as an economic asset and investment sector.
